Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Significant resources is expended on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by up-to-date information. From observation points, defense planes that had been dispatched to counter approaching guided weapons flew past – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Continuous Dangers
Following this, a automatic firearm engaged a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on international aid – a need that regional partners are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This trend will, no doubt, continue.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the situation will not change more in its advantage in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: political desires to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
